Our Long Island headquarters in Woodbury, New York is home to our top executives, project management teams, estimating staff, accounting, human resources, and operations departments. Through this system of strong centralized management and controls, we provide responsive executive oversight and administrative support to our regional project teams in the field.
For 40 years, E.W. Howell’s Manhattan office has maintained a significant presence in the highly competitive New York City market. With support from our Long Island hub, our Manhattan office has expanded the number and scope of our interiors projects across various market sectors.

Howard Rowland, President
Over the course of more than 25 years with E.W. Howell, Howard Rowland has been a galvanizing presence, expanding the firm into new markets and emerging areas of expertise while maintaining the company’s historical commitment to excellence, integrity and professionalism. Initially joining the firm as a Project Manager in 1983, Howard subsequently embraced roles of increasing responsibility and vision while facing the challenges of a volatile marketplace. He was named president in February 1997. His steadfast focus on client service and holding every department accountable for its role in customer satisfaction are among the foremost reasons E. W. Howell enjoys longstanding relationships with its clients over the course of many projects.
Paul O'Rourke, Executive Vice President of Operations
In his role as Executive Vice President of Operation, Paul O’Rourke oversees all projects throughout the Tri-State region. The outstanding relationships Paul has cultivated with subcontractors is reflected by the exceptional results achieved on every project. Good faith negotiations and mutual respect are the basis of any productive relationship, and Paul O'Rourke’s adherence to these precepts is highly regarded throughout the construction industry.
John Bergin, Senior Vice President
John Bergin has built his career at E.W. Howell, starting in 1977 as a field superintendent and acting today as the general superintendent. His vast experience and hands on participation is an invaluable component of every field operation. E.W. Howell’s excellent safety record has resulted in numerous awards for the firm, and is a direct result of Mr. Bergin's conscientious efforts.
William Sawch, Vice President of Manhattan Operations
A strong growth area for E.W. Howell is construction throughout Manhattan, and includes offices, hotels, mixed use residential, retail establishments and restaurants. Our Manhattan office is led by William Sawch, who has established E.W. Howell as a go to source for some of New York City’s top owners. The Manhattan office provides expedient project management and administrative support on all city projects.
Dominic Paparo Jr., Vice President of Business Development
A dynamic force in the Long Island market and metro region, Dominic Paparo Jr. joined E.W. Howell in 2000. He has broadened our reach into the institutional and retail markets, expanded our working partnerships with major architectural firms, and has brought a wealth of prominent new clients to E.W. Howell.
